Belen is 1st class municipality in the same named department. It is also known as Municipalidad de Ciudad de Belen. It has 1,867 km2, with about 13,500 inhabitants.

The official flag and documentation for it were found, and it flies as the municipal symbol on its own right. See the story below:

The flag of the City of Belen was officially raised.
In the last session of the Deliberative Council, before the change of authorities on December 10, the official raising of the flag of the City of Belen was held for the first time in the Juan Chelemin Session Hall. This flag was chosen in a contest held in 2014, but it remained stored for years, although there were legal instruments that recognized it as an official symbol, they had disappeared from the archives. This year (2025), thanks to research and documentation recovery, the councilors decided to regain its institutional value and make it official again, returning it to its rightful place as an emblem of our city.

The winning design features a poncho as its central element, which explains why the city is considered the "national capital" of this distinctive garment. The banner alludes to the traditional Marian colors, as its main church, Our Lady of Bethlehem, is an important center of Catholic pilgrimage. A poncho completes the ensemble.

"Belén" is the Spanish assimilated form of the Hebrew toponym "בֵּית לֶחֶם", equivalent to English "Bethlehem".

It appears that a white flag with municipal logo on it has also been used while the official flag was lost for 11 years.
There is also an emblem/coat of arms, but seems it is not in use anymore.

The Municipality of Pozo de Piedra is located in the Department of Belen. Its flag is horizontally divided in three stripes - blue, white, and green, where the white stripe is wider and contains an stylizied image of green mountains and yellow sun, some local scenery, fruit and artisans. Pozo de Piedra means "stone well", which is seen in the center of the flag. An official presentation of the flag happened on November 18, 2017, and this appears to be the date of adoption.
