It is a typical Portuguese communal flag, with the coat of arms centred on a plain blue field.

Shield Argent, a roe deer statant Gules, in chief three fleurs de lis Azure set in fess, in base Azure wavy two barrulets wavy Argent. Mural crown Argent with three visible towers (village rank) and white scroll reading in black upper case letters "FRANÇA - BRAGANÇA".
Meaning:
"França" is Portuguese for "France", and the three fleurs de lis on the arms are a case of punning heraldry, making use of a counter changed version of France moderne.

This type of fleur de lis seems to be usually called "Florentine lily ". The three petals of the flower are separated by two stamens. Brian Timms translates "fleur-de-lis florencée " as "fleur-de-lis fleury ".
