As a member of the party, I can report to you that the  flag of the UPC is black, red and blue.

Last month Jesse Alecho wrote to us reporting the UPC flag is black, red and blue.  I followed this up with him, and he replied below (with a URL that proves it - interesting history of Uganda there too, but no mention of a flag).  Smith [smi75b] clearly states that the modern Ugandan flag is based on the UPC flag black, yellow, red.  Can someone with some other sources please check the origin of the Ugandan flag?

Jesse's statement is confirmed by the party constitution, as shown on the party website:
There shall be the flag of the Party of tricolour: Black (for African Personality), Red (for human equality and Brotherhood) and Blue (for Peace and Justice). The Party tricolour flag shall be in horizontal form with Black on top, Red in the middle, followed by the Blue. The website contains a detailed (very interesting but probably a bit UPC-oriented) history of UPC and Uganda, from which I have extracted the most relevant data: UPC was formed on 9 Mar 1960, and led the Ugandan government at independence (9 Oct 1962). The party leader and Prime Minister, Milton Obote, was overthrown by Idi Amin Dada on 25 Jun 1971. In 1979, Amin was overthrown by Uganda National Liberation Front (UNLF). Obote came back to Uganda on 27 May 1980 and UPC came back to power in Dec 1980. In Jul 1985, Obote was again overthrown by a military junta, later replaced by NRM (National Resistance Movement) led by current President Yoweri Museveni. In 1966, Obote and UPC wrote a new Constitution which abolished the Kingdom of Buganda.

THE CONSTITUTION OF THE UGANDA PEOPLES CONGRESS (U.P.C.)
1. Name
The name of the Party shall be "The Uganda People's Congress (U.P.C.) referred to in this Constitution as "the Party".

2. Emblem
The Emblem of the Party shall be "the Open Hand" (for Peace, Unity and Justice).

3. Flag
1. There shall be the flag of the Party of tricolour:
Black (for African Personality),
Red (for human equality and Brotherhood) and
Blue (for Peace and Justice).
2. The Party tricolour flag shall be in horizontal form with Black on top, Red in the middle, followed by the Blue.
